AFD 3 Command Levels
-Strategic (IC Level):
Overall command on the incident, action plan (offensive/defensive)
-Tactical (Branch director or division/group officer):
Directs operational activities, makes decisions within a branch

Incident Accountability System
-All firefighters must be tracked and accounted for while in the hazard zone
-Accountability is the responsibility of:
The individual firefighter (no freelancing)
The Crew
The Company Officer
The Division/Group Officer
The IC

-Personnel Accountability Report
-Incident wide PAR required:
Any report of missing/trapped firefighter
Switch from offensive to defensive strategy
Hazardous fireground event
10 minutes elapsed time (alarm room conducts)
Fire “Under Control”
Level 1 Staging
- Automatically in effect for all incidents involving 3 or more companies
- First engine, ladder, and Battalion Commander respond directly to incident and initiate ops, all other units stage in direction of travel one block away from scene until assigned by command
Level 1 Multicompany Response to Major Medical Emergency
- 1st arriving company will go directly to scene and place appropriate apparatus in location that will provide maximum access for medical support.
- 1st arriving rescue will go directly to scene or where dictated and park their vehicle in a manner that will allow quick and unobstructed exit
Level 2 Staging
- Utilized when command desires to maintain a reserve of resources on scene, and when the need to centralize resources is required
- Places all reserve resources in a central location and automatically requires implementation of a staging group
- Initial responding apparatus will stay in Level I unless directed by IC to move

Fast Attack Ends With
- Situation not stabilized, withdraw to establish command post
- Command transferred to another officer
