AFD 3 Command Levels
-Strategic (IC Level):
Overall command on the incident, action plan (offensive/defensive)
-Tactical (Branch director or division/group officer):
Directs operational activities, makes decisions within a branch
-Tasks (Company officer):
Where work is being done
Incident Accountability System
-All firefighters must be tracked and accounted for while in the hazard zone
-Accountability is the responsibility of:
The individual firefighter (no freelancing)
The Crew
The Company Officer
The Division/Group Officer
The IC

-Personnel Accountability Report
-Incident wide PAR required:
Any report of missing/trapped firefighter
Switch from offensive to defensive strategy
Hazardous fireground event
10 minutes elapsed time (alarm room conducts)
