all available sanctions other than imprisonment that are reasonable in the circumstances should be considered for all offenders, with particular attention to the circumstances of Aboriginal offenders
- Gladue Reports are an extensive look into the life and history of the offender to see how they were impacted by colonization and the affects this had on their offence
